How many solar panels might a Florida system need?

Florida's preliminary average was 15.38¢/kWh, 18.3% below the U.S. average of 18.83¢/kWh in the same EIA table. EIA labels the April values preliminary.

This statewide average provides context for the value of each kilowatt-hour a system might offset. It is not the tariff on a particular bill and cannot establish savings or payback by itself. Utility plan, usage timing, export compensation, production, financing, and system price all remain material.

How Florida policy changes the quote math

Florida's investor-owned utility rule provides net metering for eligible customer-owned renewable generation up to 2 MW. Excess kilowatt-hour credits carry forward for up to 12 months, with remaining credits compensated at avoided cost at the end of the period, subject to the rule and utility tariff.

Modeling implication
Model monthly credits, the annual avoided-cost reconciliation, and charges that remain on the bill. Do not assume every export permanently offsets an all-in retail kilowatt-hour or removes fixed and demand charges.
State-specific decision context
